On February 26, the Chinese military conducted shooting drills approximately 37 nautical miles off the coasts of Kaohsiung and Pingtung. According to the China Times, three lieutenant colonels who were serving as advisors on three naval vessels were reassigned due to their slow response in sending back photos of the Chinese vessels. The Ministry of National Defense clarified that the three did not follow the guidelines in executing their missions and are only having their duties adjusted; they will be reassigned after completing retraining. The Naval Command mentioned that the reporting timeliness during this mission needs improvement and emphasized that related personnel must enhance their training to meet future challenges.

The People's Liberation Army announced on February 26 that it would conduct shooting drills in a designated exercise area approximately 37 nautical miles offshore from Kaohsiung and Pingtung. Reports indicated that three colonel instructors from three naval mission ships were reassigned due to slow reporting of images of the Chinese vessels. The Ministry of National Defense clarified today that the three were not executing their duties according to strategic communication guidance; currently, only a positional adjustment is being made, and they will be redeployed after educational training.

Vice Admiral Qiu Junrong pointed out at a routine press conference that the three ships were assigned to the area for monitoring and evidence collection missions. Due to poor image quality captured by the onboard personnel, combined with reporting speed not meeting requirements, the three colonel instructors were reassigned. Qiu Junrong mentioned that after reviewing the work of these three instructors, the Navy found that they did not execute their missions according to the Ministry of National Defense’s guidance. There is still room for improvement in the timeliness of information gathering and reporting, leading to the decision for a proportional penalty and a position adjustment, hoping to act as a warning.

Qiu Junrong emphasized that once the three complete their educational training, they will be redeployed to relevant positions, and the Navy will continue to provide care and guidance to the relevant personnel. Additionally, Qiu Junrong noted that since 2022, the activities of the Chinese Communist Party in maritime gray zones have significantly impacted maritime operational forces and cognitive warfare; thus, it is necessary to regularly conduct training for execution, reconnaissance, evidence collection equipment, and operational mechanism operations. As for the timely reporting standards, Qiu Junrong stated that for routine tasks, the benchmark is set at one hour for reporting potential threats in the maritime and airspace surrounding the area. However, this mission is considered an urgent readiness requirement, and the mission ships must report immediately upon reaching the specified maritime area to enable the Navy to respond appropriately.
