In Kaohsiung City, a pedestrian failed to yield to an ambulance while crossing the road, and the police stated that they could not issue a fine. The Ministry of Transportation explained that if a pedestrian obstructs the passage of an ambulance, they could face a 500 TWD fine according to the Road Traffic Management and Penalty Act. They emphasized that all road users should avoid hindering the passage of emergency vehicles and called on pedestrians to enhance their awareness of yielding, or they may face criminal liability.

Recently, a pedestrian in Kaohsiung City did not yield to an ambulance while crossing the street. The police stated they could not impose a fine on the pedestrian. Regarding this incident, the Ministry of Transportation explained today that a pedestrian who does not yield to an ambulance can be fined NT$500 under the Road Traffic Management and Penalty Regulations for obstructing traffic. The Ministry will continue to strengthen promotion efforts, reminding drivers and pedestrians to yield to emergency vehicles, and calling on all road users not to obstruct the priority passage of emergency vehicles.

In response to the incident of a pedestrian in Kaohsiung not yielding to an ambulance, the Ministry of Transportation emphasized that when an ambulance activates its warning lights and siren to carry out an emergency mission, it has the right of way on the road. Besides other vehicles needing to yield, pedestrians must also yield to such emergency vehicles when crossing the street. If a pedestrian obstructs the ambulance's passage or hampers other vehicles' ability to yield due to not yielding, they may, depending on the specific circumstances, violate Article 78, Item 1, Clause 4 of the Road Traffic Management and Penalty Regulations and face a fine of NT$500.

The Ministry pointed out that if a pedestrian intentionally obstructs an ambulance's passage using force or violence, such malicious behavior may violate criminal law regarding coercion or obstruction of government operations. If this leads to the ambulance being unable to provide timely treatment to the injured, resulting in serious injury or death, it may involve charges of negligent injury or negligent homicide under criminal law, and the individual may bear relevant civil compensation responsibilities.
