The Premier of the Executive Yuan, 卓榮泰, asked in the meeting room if he could leave, and after receiving repeated consent from the Legislative Yuan Speaker, 韓國瑜, he left. On the evening of the 25th, the Legislative Yuan continued to review the referendum proposals on "abolishing the death penalty" and "opposing martial law." 韓國瑜 announced a general inquiry into governance, but officials from the Executive Yuan did not attend, which led 韓國瑜 to express regret. The Executive Yuan subsequently provided a video to prove that 卓榮泰 left after obtaining consent from 韓國瑜. Democratic Progressive Party legislators protested that the meeting was invalid and demanded that 韓國瑜 respect constitutional obligations. 李慧芝 responded that 卓榮泰 left within the stipulated time of the meeting. 陳培瑜 pointed out that 韓國瑜 evaded responsibility in this incident and criticized him for openly lying.

The Premier of the Executive Yuan, 卓榮泰, personally came to the meeting room to ask if he could leave, and only after receiving multiple approvals from the Legislative Yuan President, 韓國瑜, did he depart. On the evening of the 25th, the Legislative Yuan continued to review the "Anti-Death Penalty" and "Anti-Martial Law" referendum proposals put forward by the Kuomintang caucus, directly sending the two proposals for a second reading. Legislative Yuan President 韓國瑜 announced the continuation of the general questioning session, but Executive Yuan officials did not attend, which 韓國瑜 expressed regret over.

The Executive Yuan immediately responded, stating that 卓榮泰 left the Legislative Yuan at 6 PM after obtaining 韓國瑜's consent. On the 26th, the Executive Yuan released another video proving that Premier 卓榮泰 acknowledged 韓國瑜 before leaving, and 韓國瑜 nodded in agreement multiple times.

The Democratic Progressive Party caucus occupied the podium on the morning of the 25th and did not leave until 6 PM. However, with the support of the Kuomintang and the People’s Party, President 韓國瑜 returned to the podium at 7:20 PM and announced at 7:45 PM the commencement of the administrative questioning session, demanding the presence of the Premier and cabinet members for questioning. Several DPP legislators returned to the assembly to protest with placards, claiming the meeting was invalid.

At 8:15 PM, 韓國瑜 announced that the questioning could not proceed because Premier 卓榮泰 did not follow the rules by attending, and in respect, he would wait another 30 minutes. At 8:46 PM, 韓國瑜 declared that the meeting would continue and condemned the executive officials for leaving the Legislative Yuan without announcement, expressing deep regret and urging Executive Yuan officials to comply with constitutional requirements to attend the Legislative Yuan for questioning, fulfilling their constitutional duties.

The Executive Yuan spokesperson, 李慧芝, responded on the evening of the 25th, stating that Premier 卓榮泰 left the Legislative Yuan around 6:15 PM after bidding farewell to 韓國瑜 and obtaining consent. 李慧芝 pointed out that according to a notification from the Legislative Yuan on March 24, 2025, there was a request for heads of various ministries to attend the meeting to continue questioning policy directions and reports.

She further emphasized that according to Article 22, Section 1 of the Legislative Yuan's rules of procedure, the meeting hours are from 9 AM to 6 PM, and the Executive Yuan complied with the Legislative Yuan's notification by waiting for questioning within the stipulated time. DPP legislator 陳培瑜 also publicly released a video on the 26th, indicating that as the meeting time had expired, 卓榮泰 had acknowledged 韓國瑜 that he would lead the team to leave, receiving multiple nods of agreement from 韓國瑜, and the voice of the People’s Party's spokesperson could be heard in the video.

陳培瑜 criticized 卓榮泰 for adhering to formalities, while 韓國瑜 publicly made false statements to shift blame, questioning his intentions, and harshly rebuked 韓國瑜 for asking, "Are you afraid to remember, or can you not remember at all?"
