Fucha (Li Yanhe), the editor-in-chief of Bafeng Culture, was detained in China and sentenced in the first trial on February 17. The Taiwan Affairs Office stated that Fucha was sentenced to three years in prison for "inciting the division of the country," deprived of political rights for one year, and fined 50,000 RMB. Fucha confessed in court and did not appeal, making the judgment effective. Bafeng Culture expressed sadness about this matter and stated that they would base their stance on the announcement of the Mainland Affairs Council and would no longer issue other statements in the future. Fucha returned to China mainly to handle household registration issues but was arrested, which has raised concerns about the risks associated with the policy for spouses from the mainland to acquire residency in Taiwan.

The chief editor of Baqi Culture, 富察 (Li Yanhe), was detained in mainland China, and the case was publicly declared in the first instance on February 17. The Taiwan Affairs Office stated that 富察 was sentenced to three years in prison for "inciting national division," deprived of political rights for one year, and had personal property of 50,000 RMB (approximately 225,000 NTD) confiscated. The individual confessed in court and did not file an appeal within the statutory period, thus the verdict has taken effect as per the law. Baqi Culture expressed its sadness over 富察's sentencing through a statement, noting, "At least we can now put a deadline on this period of waiting." If there are further developments, the public is advised to refer to the announcements from the Mainland Affairs Council, as Baqi Culture will not issue any further statements.

Baqi Culture chief editor 富察 was detained in mainland China, and the case was publicly declared in the first instance on February 17.

The Taiwan Affairs Office of the State Council of mainland China held a regular press conference in the morning, where a spokesperson pointed out that the Shanghai First Intermediate People's Court had sentenced 富察 to three years in prison for inciting national division on February 17 this year, deprived him of political rights for one year, and confiscated 50,000 RMB of personal property. During the enforcement of the criminal sentence, relevant parties will legally ensure the rights of the individual and their family. The individual expressed full acceptance of the verdict in court and stated that no appeal would be filed, thus the judgment has taken effect. The individual and their family are fully aware of the sentence, and the spokesperson expressed reluctance to discuss details, accusing certain authorities of using this opportunity to smear the judicial system of the mainland.

富察 originally planned to return to China in March 2023 to visit family and handle the processes related to the cancellation of their household registration but later went missing. Reports indicate that he was detained while returning to China to address his household registration issues, raising concerns about the risks of the mainland spouses applying for residency in Taiwan.

According to Article 17 of the Regulations on Relations between People in Taiwan Area and Mainland Area, mainland residents may apply to enter Taiwan to reunite with their spouses in accordance with the law, and upon obtaining permission for entry, may apply for "family reunion residence." The regulations stipulate that those who have resided legally for four years and have stayed over 183 days each year may apply for "long-term residence." Those who have legally resided in Taiwan for two years and have met the residence duration may apply for "settlement," and may handle their household registration and obtain identification cards. However, before handling household registration, applicants must submit a notarized certificate of loss of original nationality within three months, or the household registration in Taiwan will become invalid. This means that mainland spouses must cancel their household registration at the local authorities in China within the specified time frame.

At the same time, 富察, as a publisher, published books in Taiwan that challenged traditional Han Chinese-centric historical perspectives and partially critiqued contemporary Chinese society. His detention is believed to be related to his publishing work, causing concerns among Taiwan's publishing community regarding the risks of going to China.
