According to insiders, Ming Liangzhen has a close relationship with the Fu family, having previously worked in the tourism industry before being brought into the county government to hold a key position, which has caused some trepidation at the grassroots level regarding him. The Director of the Hualien County Civil Affairs Department, Ming Liangzhen, has recently been revealed to have a background that has drawn attention. Despite his position as the Civil Affairs Department Director, he traveled to Hong Kong for a "sightseeing" inspection with Fu Kuanqi and Xu Zhenwei, a couple. Insiders have disclosed that the residents of Hualien are well aware of Ming Liangzhen's background, as he has a close relationship with the Fu family. Ming Liangzhen initially worked in the tourism industry and was invited to join the county government team, where many lower-level employees feel wary of him, fearing repression.

As the Civil Affairs Department Director, Ming Liangzhen previously served as a manager at a chain travel agency and was drawn into the county government team by Xu Zhenwei, first serving as a secretary and then as the Executive Director of the Youth Development Center before becoming the Civil Affairs Department Director in 2023.

Insiders have also pointed out that if someone does not belong to Xu Zhenwei's faction, Ming Liangzhen will constantly exert pressure, placing all blame on him, while preventing others from having the freedom to speak out. The residents of Hualien are well aware of Ming Liangzhen's background and his powerful connections; if County Chief Xu Zhenwei delays her activities, on-site personnel must endure waiting under the scorching sun without expressing dissatisfaction for fear of being heard by Ming Liangzhen and facing repression.
