The Hualien District Court ruled that Hualien's Civil Affairs Director Ming Liangzhen could be released on bail of 500,000 TWD, and prohibited him from contacting accomplices and witnesses. Ming Liangzhen was searched by prosecutors and police due to suspicions of investigating the water usage of citizens who signed for a recall motion. The prosecution believes that the violations of the Personal Data Protection Act are serious; however, the court considered that there was no need for detention at this time, while the prosecution announced it would file an appeal.

The "King of Hualien," KMT legislator Fu Kunqi, faced a recall by the green camp, and Ming Liangzhen was detained after allegedly "checking the meters" of citizens who participated in the recall signatures. The Hualien District Court held a detention hearing today (26th) and deemed that there was no necessity for detention, thus ordering Ming Liangzhen to be released on bail of 500,000 NTD, while also prohibiting him from contacting accomplices and witnesses.

This recall event in Hualien has sparked controversy over the "checking the meters." The Hualien District Prosecutor's Office searched locations including the Hualien County Government and the Hualien City Household Registration Office yesterday (25th), taking seven people in for questioning, and subsequently requested the court to detain and prohibit Ming Liangzhen from meeting anyone. The prosecution believes this case involves the Personal Data Protection Act, the allegations are serious, and there is a possibility of evidence destruction and colluding with accomplices, hence they felt detention was necessary.

However, after reviewing the evidence presented by the prosecutor, the opinions of the parties involved, and the progress of the case, the Hualien District Court concluded that although the defendant is involved in serious accusations, it does not meet the necessity for detention, ultimately ruling for bail of 500,000 NTD and prohibiting contact with accomplices and witnesses. The prosecution expressed dissatisfaction with this ruling and will legally file an appeal.
