Executive Yuan Premier Su Tseng-chang expressed opposition to the Kuomintang's proposal for the legalization of "returning taxes to the people," pointing out that budgeting is the responsibility of the Executive Yuan and the Legislative Yuan should not infringe upon executive power through legislation. He emphasized that disrespecting budgetary laws would impact the government's fiscal flexibility and be detrimental to national development. He stated that when tax revenues exceed the budget, reasonable allocation will be made based on national and public needs, rather than being fixed by law, as this could affect future operations.

The Kuomintang suggested legalizing the "returning taxes to the people" initiative. In response, the Premier stated that "budget preparation" is the responsibility of the Executive Yuan, while the Legislative Yuan is responsible for "reviewing the budget." If the Legislative Yuan infringes on executive power through any law, it violates the spirit of the constitution. The opposition parties do not respect the Budget Act, and such erroneous behavior happens repeatedly, "for the Executive Yuan, executive power has already been infringed."

Today, the Premier led cabinet heads to the Legislative Yuan to deliver a policy report and accept inquiries. In an interview before the meeting, he pointed out that the constitution clearly stipulates that "budget preparation" is the responsibility of the Executive Yuan, and the Legislative Yuan should be responsible for "reviewing the budget." If the Legislative Yuan uses any law to infringe upon executive power, it is a violation of the spirit of the constitution. The Premier emphasized that when the opposition does not respect the Budget Act, if this behavior continues, it will lead to repeating past mistakes, resulting in unnecessary errors, "for the Executive Yuan, executive power has already been infringed."

He noted that the people are striving to promote social development and business activities, and all efforts are for the common good of society. However, this must be carried out through reasonable planning and detailed calculations, not merely relying on laws to fix it, as that would make government finances inflexible and would not be a good strategy for the country's long-term development. The Premier emphasized that when the actual revenue exceeds the budget and the annual surplus increases, it should be reflected in the budget according to the needs of the country and the people fairly, rather than being fixed by a single law, as doing so will make future progress difficult.
