Investigations have found that some consulting firms associated with the Chinese tech company "Smiao Intelligence" are actively recruiting these employees, and may be involved in foreign power intelligence networks. U.S. intelligence agencies have warned against such recruitment practices and emphasized the importance of responding to contacts from hostile foreign forces.

Analysts state that these false consulting activities may be headhunting operations targeting former government employees, particularly those who are financially vulnerable due to layoffs.

The Chinese embassy in the U.S. stated that it is unaware of the matter and emphasized the importance of data privacy. Experts also point out that foreign intelligence agencies often utilize similar recruitment tactics to expand their intelligence networks, and these participants may not realize they are working for foreign governments. U.S. officials are urging current and former employees to remain vigilant to protect government secrets and security.
