At the press conference for the "Response to U.S. Tariffs Supply Chain Support Program" by the Executive Yuan, the Minister of Labor pointed out that industries affected by U.S. tariff policies are facing high uncertainty. Due to the relatively low unemployment rate in Taiwan in recent years, the Ministry of Labor hopes to maintain stability in the labor market and has proposed the following four measures in response to possible impacts:

  • Active Impact Visits: The Ministry of Labor has actively contacted and shown concern for enterprises and labor unions that may be affected, grasping changes in human resources and service needs, and providing relevant information to maintain stable employment.
  • Ensure Workers' Peaceful Employment: The Ministry of Labor will provide wage subsidies and encourage enterprises to conduct on-the-job training to reduce the risk of worker dismissals or unemployment. For impacted workers, the Ministry will offer wage gap subsidies for reduced working hours and allow applications for training allowances through vocational training programs to help alleviate income impact.
  • Support Reemployment for Affected Workers: The Ministry of Labor has launched the "Stable Employment Incentive Program," encouraging enterprises to hire unemployed workers and provide incentives. Additionally, it will work with nonprofit organizations to create diverse employment opportunities while expanding public service job vacancies to offer short-term jobs and subsidies.
  • Help Young People Transition to the Workplace: The Ministry of Labor will provide job placement training and pre-employment training for graduating youth, as well as offer job-seeking allowances and employment bonuses. Enterprises will adopt a "hire first, train later" approach, extending the training period for youth to help enhance their work capabilities, while also providing learning bonuses for participating in the New Vanguard Program.

The Ministry of Labor stated that the support budget for these four measures is approximately 15 billion NT dollars. In the future, it will actively integrate resources and adjust policies in response to the impact of tariffs on the labor market to improve the effectiveness of measures.
