According to reports, Wu Zhaoxie, Secretary-General of the National Security Council of Taiwan, recently arrived in the U.S. for secret talks with the Trump administration. This marks the first time since Trump's return to the White House in January that he has communicated with Taiwan through a "special channel," aimed at discussing security issues. Recently, China has conducted military exercises that pose a threat to Taiwan, while Trump has announced equal tariffs on goods from 184 countries and regions. The Taiwanese government has sent personnel to coordinate relevant policies and is committed to stabilizing industries and negotiations. Trump is also focused on moving the semiconductor industry back to the U.S., but experts believe that Taiwan will not easily give up this strategic asset.

Although both sides have never publicly acknowledged this mechanism, it provides officials a venue to discuss security issues.

Recently, the Chinese military conducted a two-day military exercise around Taiwan and held live-fire drills in the East China Sea, which are seen as signs of an escalation in Chinese military activities in the region. At the same time, Trump announced that he would implement reciprocal tariffs on all countries importing goods to the United States, with the relevant tariff rates set at a baseline of 10%, affecting 185 countries and regions, with tariffs of 34%, 20%, and 32% imposed on goods from China, the European Union, and Taiwan, respectively.

According to reports, the main purpose of Wu Zhaoxie's visit is not to coordinate reciprocal tariff policies with the U.S. side, as the meeting date had been set before the policy announcement. The Taiwanese government has already dispatched personnel to Washington to negotiate on the reciprocal tariff issue and has stated that they will enhance the content and intensity of negotiations to address the current challenges.

Additionally, Trump pointed out in his speech that Taiwan's semiconductor industry has taken market share away from the U.S. and emphasized America's desire to bring key industries, particularly semiconductor manufacturing, back to the U.S. The U.S. Secretary of Commerce stated that while the latest round of tariff measures does not include semiconductors, the U.S. is still considering ways to reduce its reliance on Taiwan.

According to data, 92% of the world's most advanced microchips are produced in Taiwan, and the U.S. has long sought to reduce its dependence on Taiwanese chip manufacturing. To this end, Biden signed the Chips and Science Act, providing billions of dollars to support the U.S. chip industry; however, experts believe that even if the U.S. enhances its chip manufacturing capabilities, TSMC may continue to produce the most advanced chips in Taiwan.
