Rubio reiterated that NATO allies should spend 5% of GDP on defense, which is much higher than the current 2% target, and the United States itself is also not meeting the target. However, he expressed optimism about the increase in military spending among NATO countries compared to the past 3 to 5 years, believing that this is the best way to strengthen NATO.

However, the original focus of the NATO Foreign Ministers' discussion was on the Russia-Ukraine war and military spending issues, but due to Trump's sudden trade war, doubts arose about whether it violated NATO's Article 2. NATO Secretary General Stoltenberg stated, "I do not believe that the United States is violating Article 2; there have been many differing views in the past, and trade disputes do not violate Article 2." He quickly reassured participants, emphasizing that this is just a difference of opinion among nations.

Rubio attempted to mitigate the impact of Trump's tariff threats, emphasizing that this is a temporary pain that will not last. He pointed out that the NATO summit was originally intended to discuss defense security, but due to the tariff storm, he once again represented Trump to stabilize concerns among the nations, striving to maintain U.S. diplomatic relations.
