DPP legislator Shen Bo-yang emphasized the need for external unity and internal cooperation, opposing the politicization of the tariff issue. He mentioned the coordination work between the National Security Council and the Ministry of Foreign Affairs, and pointed out that tariff adjustments must be made cautiously, balancing the interests of domestic industries. On the same day, the Black Bear Forest Festival was held in Hualien, teaching children disaster prevention skills through games. This event coincided with the anniversary of the 0403 strong earthquake, with a special focus on earthquake evacuation and response techniques.

Regarding the approach taken by KMT legislators to bring foreign tariff issues into internal political operations, he believes this is wrong. The change in U.S. policy is a challenge that all countries must face. Currently, external coordination is the responsibility of the Secretary-General of the National Security Council and the Minister of Foreign Affairs, while internal discussions on subsidies need to be addressed through negotiations between the parties.

Regarding whether tariffs should be reduced, he stated that adjustments to tariffs need to be cautious since trade negotiations will inevitably affect domestic industries. Measures to assist domestic industries must also ensure balance to prevent market imbalance after imports, as this is a long process.

The Black Bear Academy officially launched the Black Bear Forest Festival today at the Hualien Cultural and Creative Industry Park. The event will last for two days and will allow children to learn practical disaster prevention skills through seven civil defense obstacle games and carnival booths. The Executive Director of the Black Bear Academy emphasized that this event coincides with the anniversary of the 0403 major earthquake, highlighting the preparation of disaster supplies, disaster evacuation simulations, and geographic location identification. Among these, training for air raid shelter positions, particularly useful during an earthquake, is an important focus of this event.
