As of now, a total of 47 petitions for the recall of lawmakers have entered the second stage of the signature collection process, among which 34 are from the Kuomintang, 1 is independent, and 12 are from the Democratic Progressive Party. With the Democratic Progressive Party becoming a minority in Congress after the 2024 elections, recall actions between the two parties have intensified. Democratic Progressive Party leader 柯建銘 has called for a comprehensive recall of Kuomintang lawmakers, while the Kuomintang has initiated countermeasures. According to the regulations of the election and recall law, the first stage requires the proposer to be from the original electoral district's electorate, while the second stage requires more than 10% support in signatures. If the votes in favor exceed those against and reach a quarter of the total number of electorates, the recall is successful.
As of now, a total of 47 legislative members' recall petitions have entered the second stage of the signature collection process. Large-scale recall activities are escalating across Taiwan, and the Central Election Commission recently announced that four members of the green camp are currently in the second stage of signature collection. To date, the proposals for recalling legislative members include 34 members from the blue camp, 1 independent member (pan-blue), and 12 members from the green camp. After the 2024 legislative election, the Democratic Progressive Party became a minority in the parliament, while the Kuomintang and the People's Party repeatedly collaborated to promote controversial bills, which sparked the "Bluebird Action" from civic groups during the legislative review of the amendment to the Law on the Exercise of Legislative Powers. There is currently a grassroots movement to collect signatures for recalling Kuomintang legislative members, and the caucus leader of the Democratic Progressive Party has publicly called for a full recall of all Kuomintang regional legislative members, while the Kuomintang has initiated countermeasures to recall Democratic Progressive Party members. According to the electoral regulations, the first stage of the recall process must be proposed by voters from the original electoral district of the person to be recalled, and the number of proposers must exceed 1% of the total number of voters in the original electoral district; if the first stage is approved by the Central Election Commission, it can enter the second stage of signature collection, where the number of signers needs to reach over 10% of the total number of voters in the original electoral district. The proposers of the same recall petition cannot serve as signers. In addition, the duration for collecting signatures for recalls varies; the signature collection period for legislative members, municipal councilors, municipal mayors, and county (city) mayors is 60 days. If the recall petition is established, voting will be held within 20 to 60 days; the recall petition can only be passed if the valid number of votes in favor exceeds those against and the number of votes in favor reaches more than one-fourth of the total number of voters in the original electoral district.
