The New Taipei City Water Resources Bureau is actively improving the flooding issue and has successfully addressed 86 hotspots. Before the flood season, meetings were held to prepare for flood prevention, utilizing a smart flood prevention platform for comprehensive inspections. Bureau Director Song Deren pointed out that climate change has made flood prevention efforts more challenging, thus requiring a quick response to flooding situations. Since March, personnel have been deployed to monitor water conditions around the clock, and 29 mobile pump units and flood prevention supplies have been prepared to respond to heavy rains. The Water Resources Bureau will continue its dredging work and enhance inspection and response efficiency through volunteers and technology to ensure the safety of citizens.

In recent years, the New Taipei City Water Resources Bureau has actively responded to significant flooding events, having improved 16 administrative districts and 86 flooding hotspots. Facing this year's flood season (from May to November), the Water Resources Bureau is fully prepared and recently held a flood prevention preparation meeting to comprehensively review flood prevention operations and monitor them via an intelligent flood prevention platform to enhance the effectiveness of the flood prevention work.

The director of the Water Resources Bureau indicated that climate change has made flood prevention efforts more challenging, requiring rapid assessment and response to flooding situations in order to protect the safety of people's lives and property. Currently, New Taipei City utilizes a self-developed intelligent flood prevention platform that integrates various technical data, including flood sensors, rainwater sewer level gauges, rain gauges, and real-time CCTV footage, using artificial intelligence to determine whether flooding has occurred. Warnings are issued via a LINE bot to promptly notify relevant personnel.

To enhance analysis efficiency, the system has also added a rain detection feature, enabling personnel to quickly analyze complete data to identify the causes of flooding and expedite response measures. In recent years, due to the impact of climate change, there is a possibility of heavy rain as early as March, prompting preparations to commence on March 1, with personnel deployed to monitor water conditions 24/7, and a review of the readiness of various flood prevention facilities during flood meetings, including the maintenance of sluices and pumping stations, the allocation of portable pumps, and the lowering and emptying of flood retention basins, as well as the dredging of drainage ditches.

Additionally, for low-lying areas prone to flooding, a total of 29 portable pump units, including large, medium, and small sizes, have been deployed, along with 48,252 sandbags, 630 space bags, and 320 new L-shaped flood control boards, for emergency flood prevention and use by district offices. The director of the Water Resources Bureau added that in anticipation of heavy rains, pumping stations have been activated in advance to keep the rainwater and the water levels before the pumping stations at the lowest possible state, increasing the capacity for flood retention, significantly enhancing urban flood reduction capabilities and lowering flooding risks.

During the flood season, the Water Resources Bureau and district offices will continue dredging work and inspect the city’s 868 kilometers of rainwater sewers to respond swiftly and accurately to impending heavy rains. Furthermore, to improve inspection efficiency, an innovative water detection volunteer team has been established to conduct preventive inspections in flood-prone areas during heavy rain alerts, assisting in clearing pollutants blocking roadside ditches and drainage holes. In cases of flooding reports, volunteers can immediately assist in investigating the causes and enhancing communication through group messaging.

In the face of the upcoming challenges of flood season, the New Taipei City Water Resources Bureau is fully prepared with the intention of "more preparation, less disaster" to tackle future challenges.
