The Chiayi City Long-Term Care Management Center has launched the country's first "Smart Monitoring Service for Elderly Care," aimed at enhancing the safety of elderly individuals living alone through technology. The system monitors the living conditions of the elderly 24 hours a day without the need for wearable devices, ensuring privacy and allowing distant family members to keep track of their loved ones' health at any time. Recently, the system will be further integrated with the "Yijian Tong-OTTalk Plus" home safety communication device, enabling elderly individuals who are unwell to call for help easily. The service is targeted at elderly individuals aged 65 and above who are disabled; eligible individuals can apply through a dedicated hotline or online, with the hope that every elderly person can enjoy safety and care.
The Chiayi City Long-term Care Management Center enhances urban governance through design thinking. Recently, it launched the nationally unique "Smart Observation Service for Elderly Care" and "Emergency Rescue Equipment" at the 2025 Smart City Expo. These smart and technological systems will continuously optimize policies and services, creating an invisible protective net for elders. Through the smart observation system, the safety of elderly individuals living alone can be monitored at any time, enhancing their sense of security and allowing family members to feel at ease, while benefiting more people in the community.
The Mayor of Chiayi City pointed out that Chiayi City is in a leading position in Taiwan regarding smart long-term care. The Long-term Care Management Center applied for subsidies from the Ministry of Economic Affairs in 112 and launched the nation’s first "Smart Observation Service System for Elderly Care," aimed at ensuring the home safety of elderly individuals living alone. This system employs advanced Wi-Fi sensing algorithms, so elders do not need to wear devices, report their safety regularly, or face cameras, which allows for around-the-clock detection of their activities and sleep while protecting their privacy. This way, children living far away can stay informed about their grandparents’ daily routines through cloud data, significantly increasing the sense of security for elderly individuals living alone, allowing distant family members to rest easy.
The Health Bureau also stated that the "Smart Observation Service for Elderly Care" will be further optimized in 113 and will incorporate new technological products to help elderly people who are physically unwell to seek help independently. With just the press of a button, they can call up to 20 phone numbers simultaneously. The device is waterproof, lightweight, and reusable, providing a free calling function, so that friends and neighbors can jointly care for the lives of the elderly.
A relevant section chief from the Health Bureau pointed out that the service targets elderly individuals aged 65 and above who are registered and actually reside in Chiayi City, assessed by center staff to meet specific criteria. Elderly individuals over 65 who are disabled or have been diagnosed by a physician with cardiovascular diseases, arthritis, hypertension, diabetes, Parkinson’s disease, and asthma, among other risk groups, can apply for this service. Eligible citizens can apply online by calling the long-term care hotline 1966 or by contacting the Long-term Care Management Center, which also facilitates coordination with discharge preparation teams during hospitalization.
