Ensuring the Safety of Elderly Living Alone: Chiayi City Upgrades Smart Long-term Care Services

Ensuring the Safety of Elderly Living Alone: Chiayi City Upgrades Smart Long-term Care Services
讀後心得
The Chiayi City Long-term Care Management Center has launched the "Elderly Care Intelligent Monitoring Service" system, which combines smart technology to enhance the home safety of elderly individuals living alone. This system can automatically monitor the living conditions of seniors using advanced Wi-Fi sensing technology, without the need for wearable devices or exposure to cameras, thus protecting their privacy and increasing their sense of security. In addition, the newly added "Emergency Rescue Device" allows seniors to call for help quickly, further focusing on the quality of life for the elderly. Mayor Huang Ming-hui stated that he hopes this system will provide more peace of mind for families and promote a more livable environment. Seniors in need of services can apply through a dedicated hotline or online.

The Chiayi City Long-term Care Management Center integrates design thinking into urban governance. Recently, it launched the "Smart Elder Care Observation Service" and "Emergency Rescue Equipment" at the 2025 Smart City Expo for the first time. Through smart technology, it continuously optimizes policies and services, creating an invisible protective network for the elderly, safeguarding the safety of seniors living alone through a smart observation system, allowing families to feel at ease and benefiting more citizens.

The Mayor of Chiayi City stated that the smart long-term care in Chiayi City is leading in Taiwan. The Long-term Care Management Center received funding from the Ministry of Economic Affairs' Small and Medium Enterprises Administration in 2023 to launch the nation's first "Smart Elder Care Observation Service System," dedicated to ensuring the home safety of seniors living alone. This system utilizes advanced Wi-Fi sensing algorithms, allowing seniors to avoid wearing devices or reporting safety to family members regularly, and they do not need to be in front of a camera. It monitors daily activities and sleep patterns of high-risk seniors living alone 24 hours a day while preserving their privacy. Children living away can stay informed about their parents' routines through cloud data. This significantly enhances the sense of security for seniors living alone without changing their lifestyle habits, providing more peace of mind for distant children.

The Chiayi City Health Bureau pointed out that the "Smart Elder Care Observation Service" will be further optimized in 2024, incorporating the "Yikeyun - OTTalk Plus Home Safety Call Device" from Pointing Technology. This allows seniors who feel unwell to call for help independently; with just one button, they can simultaneously send an emergency call to 20 contacts. The device is designed to be lightweight and waterproof, providing a free calling feature, making it convenient for distant relatives and nearby neighbors to jointly care for the daily situation of seniors.

The Medical Administration Division emphasized that this service is aimed at residents of Chiayi City who are 65 years or older. Those assessed to meet the criteria include elderly individuals aged 65 or older with disabilities or those diagnosed by a doctor with cardiovascular diseases, arthritis, hypertension, diabetes, Parkinson's disease, and asthma, among other high-risk groups. Eligible individuals can call the long-term care hotline 1966 to contact the Long-term Care Management Center for applications or reach out to the long-term care service transition team during hospitalization. It is hoped that eligible citizens will make good use of this service to work together to create a healthier, safer, and more livable future city, allowing every elderly person to live with peace of mind, enjoying warm care and concern.
