Due to the large crowds during the Qingming Festival holiday, high occupancy restrictions were implemented at multiple exit ramps on the national highways, resulting in incidents of abandoning vehicles to escape. On the morning of the 3rd, at the Hsinchu Hukou Interchange, a vehicle stopped in the middle of the road due to a police inspection, and the driver along with eight passengers all abandoned the car and fled, suspected to be migrant workers. The police immediately pursued but were unable to catch them. A local patrol officer stated that the information about the abandoned vehicle has been handed over to the owner for identity clarification. According to the Ministry of Labor regulations, illegal work will incur fines and deportation, and they emphasized the reward measures for reporting illegal hiring of migrant workers.

In response to the influx of people during the long holiday, multiple highway entrance ramps are implementing high-occupancy vehicle restrictions.

During the Tomb-Sweeping Festival holiday from April 3rd to 6th, in order to accommodate the crowds visiting graves and traveling, the Highway Administration is enforcing high-occupancy vehicle restrictions on many road sections. This, however, led to an incident of abandoning a vehicle and fleeing. On the morning of April 3rd, at the Hukou Interchange on National Freeway No. 1 in Hsinchu, a car stopped in the middle of the road upon noticing police conducting high-occupancy checks. The driver and all passengers abandoned the vehicle and fled. The car had 8 adults inside, shocking the drivers behind them, who suspected they were fleeing migrant workers. A driver from behind uploaded footage from their dashboard camera to the internet, showing that at around 6 AM, the car suddenly stopped in the center of the road at the Hukou Interchange upon seeing the police. Subsequently, all its occupants, including the driver, ran out of the car, a total of 8 people, and fled. The police immediately launched a pursuit but were unable to apprehend them.

A patrol officer from the Hsinchu County New Industrial Park Precinct stated, "The driver and several passengers abandoned the vehicle and fled along the roadside, failing to maintain smooth and safe traffic. We had no choice but to first remove the vehicle, and we will notify the owner to clarify the identities of the driver and passengers." According to the Ministry of Labor's official website, for migrant workers who go missing, if caught working illegally, they will face fines ranging from NT$30,000 to NT$150,000, and will be deported with a permanent ban on returning to work in Taiwan. As for illegal employers, hiring missing migrant workers will result in fines between NT$150,000 and NT$750,000.

To strengthen the crackdown on illegal migrant workers, if the public discovers that an employer is hiring migrant workers for illegal work without permission or if there are illegal intermediaries involved, they should report it to the local labor bureau, the National Immigration Agency of the Ministry of the Interior, and the police. If the investigation proves true, the Ministry of Labor will offer rewards ranging from NT$5,000 to NT$70,000 based on the number of people apprehended.
