The Chinese Planning Association (華策會) faced accusations from supervisory organizations for hosting a seminar titled "Know Your Rights," which was reported to the Trump administration and New York City Mayor Adams. The association stated that it was merely providing legal knowledge and not encouraging people to break the law. At the same time, these accusations have caused a chilling effect, where many immigrant service organizations within the Chinese community are hesitant to even mention the term "immigrant" in their grant applications. The supervisory organizations claim that the seminar aims to obstruct ICE's enforcement actions and have stated they will test Adams's strength in addressing illegal immigration policies. The executive director of the association emphasized that they comply with the law and that the seminar is intended to help community residents understand their rights. In the face of the current harsh immigration policies, many service organizations feel confused and struggle to balance their principles with funding needs.
The Chinese Planning Association (CPC, abbreviated as 华策会) has recently been accused by oversight organizations for holding a seminar titled "Know Your Rights" to address issues related to Immigration and Customs Enforcement (ICE) officials. They reported the event to the government and the mayor. The CPC issued a statement clarifying that its purpose is solely to provide information, allowing participants to understand their rights, and does not encourage anyone to evade the law; individuals can choose whether to exercise these rights.
In response to this accusation, the CPC has felt a chill effect, with some immigrant service organizations within the Chinese community stating that under the current atmosphere, it is even difficult to mention the term "immigration" in funding application documents, which greatly contradicts the mission of many organizations serving the community. A recent video released by the oversight organization "Muckraker" shows the CPC educating the public on how to prevent ICE officials' enforcement actions, obstructing the deportation process of undocumented immigrants. The conservative oversight organization "Oversight Project" has publicly stated that the CPC is suspected of misusing government funds.
The president of the organization accused the CPC's seminar of being "a conspiracy by a group of people and organizations to intentionally undermine law enforcement" and stated that it would test the mayor's stance on illegal immigration to see if it is firm enough. In response to these accusations, the Executive Director of the CPC stated that the organization has a history of over 60 years and does not hold any political stance. He pointed out that the purpose of the association is to provide social services, allowing community residents to understand relevant laws and rights, and emphasized that it complies with all laws, including rights protected by the Constitution.
He stated, "The purpose of the seminar is not to encourage anyone to violate the law, but merely to provide information for participants to understand their rights and choose whether to exercise them." With the implementation of stricter immigration policies following President Trump's administration, some nonprofit organizations in the Chinese community are feeling pressure. A community service organization leader, who wished to remain anonymous, pointed out that the association's mission was originally intended to better serve the immigrant community; however, due to their activities and services relying on government funding, they find it very confusing that they cannot even mention the word "immigration" in grant applications. "Changing our principles in response to ever-changing policies is indeed a difficult choice."
