Duffy criticized the congestion fee as "unfair" and possessing "class discrimination," while reiterating the "messy and dangerous" condition of the New York subway system. He mentioned encountering a seriously ill passenger in the train car and blamed the government for failing to properly address mental health issues. Duffy is also considering inviting the government efficiency department led by Musk to review the operations of the Metropolitan Transportation Authority (MTA). In response to his comments, Adams did not refute but emphasized that the federal government should be questioned. Although Duffy criticized the MTA and Governor Hochul, police data shows that this year's subway crime rate is at a historic low. Adams hopes that Duffy can understand the infrastructure issues and help secure federal funding support. It’s noteworthy that Duffy’s schedule was not communicated to the MTA in advance, resulting in MTA Chair Lieber being unable to meet with him.

He pointed out, "I would invite the government efficiency department team to check the operations of the Metropolitan Transportation Authority to see how to use taxpayer dollars more effectively. While we cannot force the Metropolitan Transportation Authority to change its practices, this is collaboration; I am here because I care about this city." In response to Duffy's criticism of the congestion fee, Adams simply stated, "The federal government should raise questions, and we should provide answers." Duffy has previously described the New York subway system as a "cesspool," continuously increasing his criticisms of the Metropolitan Transportation Authority and the governor, and threatening to cut federal funding due to the rampant crime rate in the subway. However, according to the police chief, there have been no homicides in the subway so far this year, and the crime rate citywide has reached a historic low, while data from the governor's office shows that subway crime has decreased by 22% compared to 2024. On that day, Adams also led Duffy to inspect the highway from Brooklyn to Queens, stating, "I hope the Secretary of Transportation sees the dilapidated state of our infrastructure, including the highways, and considers investing federal funds to support public safety programs." Duffy's itinerary was not announced in advance to the Metropolitan Transportation Authority, and on that day, the chairperson of the Metropolitan Transportation Authority waited at the Brooklyn Borough Hall, but Duffy did not show up, and the chairperson had to take the subway to leave. He told reporters, "I hope the Secretary of Transportation gets the correct briefing so that we can collaborate more effectively. We are working on improvements and look forward to the federal government being a partner rather than an adversary."
