However, due to his children being busy with work, they were worried about him going out alone, but the elderly man insisted on staying active, and the children could only respect his decision.

According to Article 184 of the Civil Code, ordinary citizens are not required to provide assistance (except for specific duty groups such as police and doctors); therefore, these ten passersby did not fall under the category of those with a statutory duty to assist.
