Locke stated that these measures were intended to close "loopholes" in "shipping passage" exploited by countries like China. Additionally, Senate Democratic Leader Schumer criticized Trump for not taking corresponding action against Russia while imposing tariffs on penguins.

U.S. Secretary of Commerce Lutnik rebutted the U.S. tariff list generated using artificial intelligence and explained the reasons for imposing tariffs on "Penguin Island." Recently, the U.S. President announced comprehensive tariffs on imported products from over 180 countries and regions, including an uninhabited island that is home only to penguins. Lutnik explained in an interview why these islands were included in the scope of the tariffs.

This new tariff policy resulted in investors losing over $6 trillion (approximately NT$198.6 trillion) in the U.S. stock market over two consecutive days. Hedge fund managers supporting the policy pointed out that if no relief is provided for the tariffs, the U.S. stock market will face another crisis next Monday. However, the Trump administration's economic team stated that no party could avoid the high tariffs that will be implemented starting the 9th. Lutnik emphasized on a television program: "The tariffs are about to take effect; this is not a joke."

It is worth noting that the population of the Australian territories of Heard Island and McDonald Island, which are close to Antarctica, is zero, yet the islands have four species of penguins and are facing a 10% tariff. The Democratic leader of the federal Senate expressed strong dissatisfaction with this, criticizing Trump for taxing penguins while remaining silent on President Putin of Russia.

In addition, Lutnik defended the practice of imposing taxes on these two islands that only have penguins, stating it is meant to close the "loopholes" for "ship passage" used by countries like China. Reports have speculated whether the Trump administration utilized artificial intelligence to generate these tariff lists, but Lutnik denied this and emphasized that many countries were not included on the list.
