The judge pointed out that the passersby did not have a direct conflict with the elderly man, and there is no legal obligation to assist. According to Article 184 of the Civil Code, ordinary citizens are not responsible, and only specific groups with designated responsibilities (such as police officers, doctors, etc.) have the obligation to provide assistance. Therefore, these 10 passersby were not within the scope of the duty to assist.
