Trump announced a base tariff of 10% on over 180 countries, with Taiwan's rate reaching 32%. Currently, more than 50 countries have begun trade negotiations with the U.S. Raimondo emphasized that this policy will promote U.S. self-sufficiency in key industries, including semiconductors. Taiwanese President Lai Ching-te stated that he would take countermeasures regarding this matter, indicating that there would be no retaliatory tariffs, and suggested starting negotiations with zero tariffs.

The U.S. Secretary of Commerce, Ross, stated today that Trump's tariff strategy will not be delayed, "it will absolutely continue for several days or even weeks." President Trump announced the implementation of reciprocal tariffs on global trade partners, demonstrating his consistent political style of betting his political capital on trade protectionism, firmly believing that it will ultimately benefit the United States. This policy, effective from April 9, has already attracted the attention of over 50 countries, hoping to negotiate in response. However, Ross reiterated that Trump's tariff strategy will not be postponed and will definitely commence on schedule.

On the 2nd, Trump announced a baseline tariff of 10% on products from more than 180 countries, with even higher reciprocal tariffs imposed on about 60 countries, including a tariff of 32% for Taiwan. Hassett, an official from the White House economic team, indicated that over 50 countries have already contacted the White House to initiate trade negotiations. Although these countries are prepared for negotiation, Ross emphasized on CBS's program that Trump's tariff policy "will not be a joke." He reiterated that these tariffs will last for several days or even weeks.

He pointed out that the Trump administration is committed to making the U.S. more self-sufficient in key industries such as pharmaceuticals, shipbuilding, and semiconductors, thereby promoting the recovery of manufacturing and employment. Notably, Ross mentioned the semiconductor industry multiple times, stating that while it is not yet included in the latest tax list, the Trump administration will conduct in-depth research on this industry, which may become a target for tariffs in the future. He openly stated that Trump will evaluate how to relocate all semiconductor manufacturing operations from Taiwan back to the United States.

Regarding the impact of these tariffs, Taiwan's President Lai Ching-te, on the 5th, outlined five response measures via video, reaffirming that Taiwan will not take retaliatory tariff actions against the United States and expressing a commitment to continue investing in the U.S., as long as it aligns with Taiwan's overall interests. In addition, President Lai suggested that bilateral tariff negotiations could be modeled after the "USMCA" agreement.
