The Hualien County Houlong Township features the magnificent Cape of Good Hope coastal overlook. The county government's Cultural Affairs Bureau is striving to secure funding to develop the coastal corridor from Cape of Good Hope to Tongxiao Township's Baishatun Gongtian Temple into a linear tourist attraction. This project involves a total investment of over 400 million NT dollars, including five sub-projects, aiming to connect Cape of Good Hope, the Guokang Tunnel, Cape Paradise, and the Baishatun Mazu Cultural Park, forming a diverse tourism belt with the goal of attracting more visitors.
The Cape of Good Hope highland in Houlong Township, due to its unique terrain and proximity to the Taiwan Strait, is ideal for overlooking from a high vantage point. In recent years, the county government has actively sought to include Zhunan Township and Houlong Township in the county-level coastal tourism special zone. The unique attractions of Cape of Good Hope connect to the Guokang Tunnel and Cape Paradise, along with connections to Miao 41 Line leading to Qinghai Palace, Shanjian Mazu, and Baishatun Gongtian Temple in Tongxiao Township, creating a diverse tourism corridor that integrates natural landscapes, history, and religious culture.
The Cultural Affairs Bureau is working to secure nearly 300 million NT dollars in subsidies from the Ministry of Transportation and Communications’ Tourism Bureau, combined with self-raised funds from the county government to implement the "Heart of the Sea Hill Baishan Sanctuary" project, with a total expenditure reaching 450 million NT dollars. Additionally, the county government and the Houlong Township Office are actively promoting improvements to tourism facilities at Cape of Good Hope, including the widening of Miao 33 Line and Miao 41 Line, while also seeking to establish a green energy demonstration center from the Ministry of Economic Affairs’ Energy Bureau, with the hope of transforming Cape of Good Hope and its surrounding area into a diverse recreational area.
The Cultural Affairs Bureau plans to link attractions along the route within three years, including the tourism improvement plan for the Heart of the Sea Hill at Cape of Good Hope and the century-old Guokang Tunnel, the preparatory plan for coastal corridor tourism facilities from Baishatun to Cape of Good Hope, the sustainable tourism promotion plan for Good Hope Hill, the tourism industry enhancement plan for the Baishatun Mazu Cultural Park, the integrated marketing promotion plan for the coastal tourism corridor, the smart travel future—digital tourism marketing plan, and the project management service plan for the important coastal corridor from Baishatun to Cape of Good Hope, totaling five sub-projects.
