Since its establishment in 1953, Houlong Junior High School in Houlong Township, Miaoli County has faced a lack of sports space for nearly a decade due to part of the school land being privately owned, which has prevented the construction of a sports field. With the promotion of County Mayor Zhong Dongjin, after more than a year of land expropriation, approximately 230 million New Taiwan Dollars were allocated for the land of 312 landowners, marking the first step towards the plan for the new sports field. The construction of the new sports field is estimated to cost around 24.53 million New Taiwan Dollars and has applied for subsidies from the Ministry of Education. However, the administrative process is currently stalled, and the county government is urging a prompt review in hopes of providing sports facilities for teachers and students as soon as possible.
Houlong Junior High School in Houlong Town, Miaoli County, was founded in September 1953. At that time, the land for the school, approximately 2360 ping, was generously provided by local benefactors. However, due to renovations of the school buildings, the inability to establish a sports field on the original private land has resulted in the school lacking a sports field for nearly a decade. Later, after Miaoli County Magistrate Chung Dong-jin took office, he promised to build a sports field for all the teachers and students of the school. After more than a year of efforts, the land acquisition was finally completed, involving 312 landowners, with a total land compensation of approximately 230 million NT dollars, marking the first step toward the construction of a new sports field for Houlong Junior High School.
Houlong Junior High School is located in Nanlongli, Houlong Town, adjacent to the Taiwan Railways Houlong Station. At the time of its founding, because part of the land was privately owned, local benefactors negotiated with the landowners, who agreed to provide the land for the school's use without charge. However, as time passed, the original landowners had descendants, increasing the number of property owners to 312. The original school building was located on Shengli Road near Highway 126. With the assistance of the Tzu Chi Foundation, the old school building was renovated and demolished, and a new school building was constructed on the site of the original sports field. The school originally planned to build a sports field on the land of the old school building, but due to the refusal of some descendants of the landowners to provide the land for free, the school was ultimately only able to build a temporary 100-meter straight track nearby, resulting in the school being unable to have a formal sports field for nearly a decade.
Chung Dong-jin was incredulous upon learning of the long-term lack of a sports field at Houlong Junior High School, and thus, upon taking office, he fully promoted the construction plan for the sports field. The land acquisition process began in September 2023, with plans to complete it by the end of December 2024. After more than a year of surveys, agreements and valuations were obtained from the property owners, including 76 landowners who agreed to sell their land at an agreed price, costing approximately 31.54 million NT dollars. Additionally, 236 property owners obtained their land through compulsory acquisition, with the total land acquisition costs being around 230 million NT dollars. The budget for the new playground is approximately 24.53 million NT dollars, and the school has applied to the Sports Administration of the Ministry of Education for subsidies, submitting the review on December 25 of last year. However, due to the current deadlock in the Executive Yuan's overall budget proposal between political parties, the county government has urged the Sports Administration to approve it as soon as possible, so that the teachers and students of Houlong Junior High School can quickly have their own sporting space.
