The city government will allocate the second reserve fund and connect with the central government’s 88 billion support plan to help Tainan's industries cope with challenges. The main affected sectors include seafood and flowers, particularly orchids and Taiwan tilapia. The city government will strengthen market expansion and quality improvement to enhance export capacity. Mayor Huang also requested all departments to coordinate with the central government to assist businesses in obtaining necessary support and transformation resources.
In response to the latest tariff policies of the Trump administration in the United States, Tainan City Mayor Huang Wei-che convened deputy mayors, secretaries-general, and relevant units such as the Economic Development Bureau and Agricultural Bureau to establish an "Emergency Response Task Force for U.S. Government Tariffs." During the meeting, three strategies were proposed: "Diversify Market Expansion," "Focus on Supporting Small and Micro Enterprises," and "Strengthen Industry Dialogue Platforms." Mayor Huang Wei-che stated that the second contingency fund will be utilized to encourage relevant industries to diversify their markets and connect with the central government's NT$88 billion support plan, fully assisting Tainan's industries to break through.
In terms of agriculture, Tainan's main export products to the United States are seafood and flowers, with Taiwanese tilapia and orchids being the most affected. The Tainan Agricultural Bureau pointed out that half of the global value of orchids comes from Tainan, while the United States is Taiwan's largest export market for orchids, with exports worth about US$66.72 million annually. The city government has closely contacted the Orchid Production and Marketing Development Association to continue expanding markets in Europe and domestically to spread the risks of exports to the U.S.
Furthermore, Tainan is the largest production area for Taiwanese tilapia in the country, accounting for 45% of the national value, with annual exports to the U.S. around US$44.73 million. The transfer of tariffs may lead to an increase in retail prices in the U.S., thereby affecting Tainan's exports. The Agricultural Bureau will strengthen market development in Asia and Europe according to Mayor Huang's instructions and collaborate with fishing associations and relevant processing manufacturers to improve the quality of fishery products and marketing both domestically and internationally.
In the manufacturing sector, Tainan’s main industries exporting to the U.S. include electronics, steel and metals, transportation equipment, machinery, and rubber and plastics, many of which are small and micro enterprises. Mayor Huang Wei-che instructed the Economic Development Bureau to lead the establishment of a single-window approach to focus on supporting small and micro enterprises, assisting them in connecting with central government resources for research and transformation, while also utilizing the contingency fund to help businesses expand into European and Southeast Asian markets.
The Tainan City Government will also make good use of the achievements in city diplomacy to strengthen ties with international friendship cities and promote bilateral commercial and industrial exchanges to assist businesses in exploring opportunities. Mayor Huang Wei-che also requested that various city departments actively coordinate with the central government and strengthen dialogue with industries, so that affected businesses can receive subsidy information as soon as possible to spread market risks and successfully carry out transformations.
