Tainan City Mayor Huang Wei-che, in response to the U.S. tariff policy, convened relevant departments to establish an "Emergency Response Team," proposing three major strategies: "expanding markets," "supporting small and medium-sized enterprises," and "strengthening industrial dialogue." The city is also prepared to utilize the second reserve fund to assist industries in coping. The Agriculture Bureau stated that Tainan's seafood and flower exports will be affected, particularly with butterfly orchids and Taiwan tilapia. The city government will strengthen efforts to develop markets in Europe and Asia. In terms of the manufacturing sector, the city government will also use resources to support small and medium-sized enterprises in expanding their overseas markets and will actively connect with the central government and international sister cities to promote business opportunities and assist businesses in transforming.

In response to the latest tariff policy impacts from the U.S. government, the Mayor of Tainan City has convened relevant departments to form an "Emergency Response Task Force for U.S. Government Tariffs." During the meeting, three strategies were proposed: "Diversifying Market Expansion," "Focusing on Supporting Small and Medium Enterprises," and "Strengthening Industry Dialogue Platforms." The mayor stated that the second reserve fund will be used to encourage relevant industries to diversify their markets and connect with central government support programs, fully assisting Tainan's industries in overcoming challenges.

In terms of agriculture, Tainan's major exports to the United States are seafood and flowers, with Taiwan snapper and orchids being the most affected. The Tainan City Agricultural Bureau pointed out that one-third of the world's orchids come from Taiwan, and half of the production value comes from Tainan. The U.S. is the largest export market for Taiwanese orchids, with approximately $66.72 million exported annually. The city government has maintained close communication with the Orchid Production and Marketing Development Association and will continue to expand the European and domestic markets to diversify the risks associated with U.S. exports.

Moreover, Tainan is also the largest production area for Taiwan snapper, accounting for 45% of the national production value, with annual exports to the U.S. of about $44.73 million. The transfer of tariffs may lead to increased retail prices in the U.S., affecting Tainan's exports. Therefore, the Agricultural Bureau will strengthen marketing efforts in Asian and European markets based on the mayor's directives and collaborate with fishing associations and related processing manufacturers to enhance the quality of fish processing and domestic and overseas marketing capabilities.

In the manufacturing sector, Tainan's main export industries to the U.S. include electronics and information technology, steel and metals, transportation tools, machinery, and rubber and plastics, most of which are small and medium enterprises. The mayor has requested the Economic Development Bureau to take the lead in offering focused guidance to small and medium enterprises, assisting them in connecting with central government R&D transformation resources and using the second reserve fund to help businesses expand their overseas markets in Europe and Southeast Asia.

The Tainan City Government will also make good use of the results of city diplomacy to strengthen ties with international sister cities, promote bilateral business and industrial exchanges, and help businesses create opportunities. The mayor simultaneously urged all departments to actively connect with central government policies, enhance dialogue with industries, and proactively assist impacted businesses in obtaining subsidy information, thereby diversifying market risks and promoting smoother transitions for businesses.
