A man with the last name Tsai, on the evening of the 5th, clung to the coupler outside the 3rd and 4th cars of the Taroko train as he couldn't catch the train at Nangang Station. Taiwan Railways pointed out that this behavior violates the Railway Law and will report it to the Railway Police for penalties. According to reports, at 8:17 PM, the operator at Xizhi Station, while performing monitoring duties for Train No. 448, spotted what seemed to be someone clinging to the coupler between the cars and immediately notified the train conductor to check and report to the operations control center.
Taiwan Railways stated that the controller ordered the train to make an unscheduled stop at Qidu Station. After inspection by staff at Qidu Station and the railway police, they found a man on the tracks and promptly pulled him onto the platform. After confirming he was uninjured, the railway police took him back for questioning to clarify the situation. This incident affected the train's operation at Qidu Station, and the train resumed its journey at 8:26 PM, five minutes late.
Taiwan Railways emphasized that the passenger violated Article 57, Paragraph 2 of the Railway Law, which states that pedestrians must not invade the railway tracks; and Article 71, Item 1, Clause 1, which prohibits "climbing, jumping off, or clinging onto a moving train." The railway police will issue a ticket and send it to the Ministry of Transportation and Communications' Railway Bureau for a fine of between NT$1,500 and NT$7,500. Taiwan Railways urges passengers to adhere to riding rules to avoid putting themselves and others at risk due to momentary negligence.
