A Russian representative expressed satisfaction with the peace negotiations concerning the Ukraine war held in Saudi Arabia, emphasizing the importance of constructive dialogue. During the talks, both sides discussed safety in Black Sea shipping and issues related to food transportation, planning to restore the previous Black Sea grain agreement. The White House stated that it would assist Russia in resuming agricultural product exports and continue to promote lasting peace. Although the Russian side put forth conditions, a principled consensus is forming regarding the prevention of attacks on energy facilities. This negotiation, led by high-ranking officials, aims to pave the way for ending the three-year-long conflict.

The Russian negotiating representative expressed satisfaction with the results of the talks held between U.S. representatives in Saudi Arabia regarding the end of the Ukraine war. According to reports, the chairman of the International Affairs Committee of the Federation Council who participated in the talks stated, “The overall impression is that constructive dialogue is necessary, and both sides have this requirement.” He also mentioned that the discussions held in Riyadh on Monday would continue and that other countries and the United Nations would also be involved, but he did not reveal more details regarding the outcomes of the talks.

The spokesperson for the Kremlin stated that both the Russian and U.S. sides are analyzing the results of the talks and revealed that the content of the negotiations would not be made public. He further mentioned that there are currently no new plans for phone calls between the Russian and U.S. presidents, but arrangements could be made anytime if necessary.

Additionally, the Russian Foreign Minister stated in a media interview that the main topic discussed by the U.S. and Russian delegations in Riyadh was the “safety of shipping in the Black Sea.” He indicated that Moscow is willing to restore an agreement reached in 2022 in a manner acceptable to all parties, which previously allowed Ukraine to transport grain through the Black Sea to African, Middle Eastern, and Asian countries to address the growing hunger crisis.

The Black Sea grain agreement was facilitated by the United Nations and Turkey in the summer of 2022, but Russia suspended the agreement in 2023. The Russian side stated that it would not resume the execution of the Black Sea agreement until its demands regarding the global export of Russian food and fertilizers are met.

The U.S. side stated that it would continue to work towards achieving lasting peace and assist Russia in resuming the export of agricultural products and fertilizers. The U.S. and Russian teams held over 12 hours of negotiations the day prior in a closed-door meeting at the Ritz-Carlton hotel in Riyadh, aiming to promote a ceasefire to end the ongoing Ukraine war, which has lasted for over three years. The Russian delegation was led by the chairman of the Federation Council’s International Affairs Committee and a senior adviser from the security agency, while the U.S. delegation was led by senior officials from the White House National Security Council and the State Department.

Although Ukraine supports the comprehensive 30-day ceasefire proposal put forward by the U.S. president, the Russian president has laid out several preconditions, including a demand for the West to cease military aid to Kyiv. Therefore, the negotiations mainly focused on smaller steps, such as a ceasefire in the Black Sea to protect shipping routes and a commitment not to attack energy infrastructure. Both Russia and Ukraine have, in principle, agreed not to attack each other’s energy facilities, but this agreement has not yet been implemented formally.

Prior to the talks, the U.S. had held preliminary discussions with the Ukrainian negotiating team, and the Ukrainian Defense Minister expressed satisfaction with the outcomes of the talks, describing them as “constructive and highly informative.”
