Consequently, the Legislative Yuan revoked his press credentials and banned him from entering for coverage, deeming his behavior to be in violation of reporting regulations. The Legislative Yuan also emphasized that there were no issues with the application process and quantity of media press credentials, respecting the media's professionalism and freedom of speech.

On the 25th, the Legislative Yuan issued a press release stating that You Zhibin's behavior violated the provisions of the "Legislative Yuan Interview Regulations," and thus he was banned from entering the Legislative Yuan for interviews starting on the 24th, and his interview certificate was revoked according to the "Key Points for Issuing Interview Certificates of the Legislative Yuan."
The Legislative Yuan indicated that on the morning of the 21st, You Zhibin, a reporter from the Taiwan Wei Bo Tobacco Reduction Network media, was live streaming from the press area on the second floor of the chamber and verbally abused lawmakers, which violated Article 9 of the "Legislative Yuan Interview Regulations." Therefore, the Secretariat has prohibited him from entering the Legislative Yuan for interviews during this session starting from the 24th, and has revoked his interview certificate based on Point 7 of the "Key Points for Issuing Interview Certificates of the Legislative Yuan."
The Legislative Yuan noted that the Taiwan Wei Bo Tobacco Reduction Network media applied for a press certificate for this session on January 10, 2025, and the Secretariat issued the media's press certificate for the Legislative Yuan session based on Point 4 of the "Key Points for Issuing Interview Certificates of the Legislative Yuan." It was found that prior to the eighth session, the issuance of interview certificates followed a total control system, with a maximum issuance limit of 500 cards. Starting from the ninth session, the Legislative Yuan aimed for an "open new parliament" and gathered various sectors for discussions in February and March 2016, leading to amendments to the "Key Points for Issuing Interview Certificates of the Legislative Yuan."
The Legislative Yuan stated that since the ninth session, the number of issued interview certificates has gradually increased from 581 in the first session to a peak of 1707 in the fifth session, reaching 2018 in the eighth session of the tenth session. Currently, the number of issued certificates for the third session of the eleventh session is 2,197, showing no excessive issuance compared to the media development situation in previous years.
The Legislative Yuan pointed out that the qualification recognition for current media reporters is self-issued by the media organizations and does not require public sector review. Therefore, the Legislative Yuan fully respects the Constitution's protection of the rights to work and freedom of speech for the people in recognizing the identities of news media or reporters, adopting an open principle and respecting the professional arrangements of each media organization in their application numbers.
According to Point 3 of the "Key Points for Issuing Interview Certificates of the Legislative Yuan," starting from the ninth session, media organizations only need to submit the names, contact numbers, and photos of their interview personnel to apply for interview certificates. The Legislative Yuan cannot check the business information or criminal records of the organizations or individuals applying for interview certificates and will not review the content of expressions or political inclinations of media platforms in order to refuse the issuance of interview certificates.
